José specializes in Public International Law, Human Rights, and in foreign Investment Law of Angola and Mozambique. His work has been widely covered by both national and international media.

José has served as an official legal advisor to the Consulate General of Portugal in Johannesburg, as well as a legal advisor to the Consulate General of Mozambique, the Mozambique High Commission, and the Mozambique Labour Department for more than 30 years.

In 2007, José was awarded the Liberal Professional of the Year by the Portuguese Government, recognizing his distinguished contributions to the Portuguese diaspora.
